The Census Bureau is a placed object that allows a government to create Demographics, which automatically group citizens based on criteria you define. It must be placed in an enclosed room of at least Tier 2 with 18 m³ of free volume. A practical tip: once your settlement has a Tier 2 room, placing a Census Bureau lets you target laws and taxes at specific groups of citizens, such as landowners or new residents, rather than applying rules to everyone equally.
