The Farming Skill Scroll is unlocked by first researching and crafting a Farming Skill Book at a Research Table, which can then be right-clicked to produce an unlimited number of scrolls for other players to use. Reading a scroll grants access to the Farming specialty tree, after which you must spend skill points (stars) to actually learn Farming and its related recipes and upgrades. A practical tip: since one skill book supplies infinite scrolls for the whole server, coordinate with the player who researches Farming to obtain a scroll rather than each person researching it separately.
